When to fertilize new roses???

I planted 7 rose bushes bare root 3 weeks ago. How long before I need to give them some rose tea fertilizer? All are leafing out really well except the white rose bush - it's just starting now. My MIL says white roses take longer.

Hi Cacberry -
You can fertilize them now, stop fertilizing in September when the plants need to go into dormancy.
