Potatoes

This is the first time I have used this website.
I was visiting my Mom in the Kelowna BC. She planted some potatoes in a garden in the front of her house. They started growing normally and then the top 2/3 of the plant has gotten small the leaves appear "shrunk" the rest of the plant looks normal. Does anyone have any ideas what would cause this? Thanks

How long have the potatoes been planted? It is normal for the plant to shrink, wither, or even die back when the tubers are beginning to grow underneath.

the "shrinking" occured shortly after the plants sprouted in the spring and as the plants grew the rest of the plant is normal. Only the top 2/3 of the plant is small. Also all the other plants in the bed are developing normally.
