Can't identify Currant bush disease ?

I am stumped. I can't identify the white blobs on the stems of my blackcurrant bushes. Also the leaves are curling and go brown. Not sure if its Powdery Mildew or a Cane Borer or Scale. Any help much appreciated.

My guess at this time of year, mites? You can check by tapping the leaf over a piece of plain white paper. If any specks fall to the paper and start walking away within a minute or two, it will confirm it. Look under the leaf, if you see webbing or a bronzing under the leaf, those are also signs of spider mites.
