Good all purpose fertilizer?

I keep hearing about fish emulsion and seaweed extract mixed with water is a good all purpose fertilizer for flowers, veggies, and fruits. If it is how do I mix it and how often and how much do I use it?

As far as mixing it, follow the directions on whatever product you choose. As far as how often, that's a debatable point. For my containers I feed producing vegetables twice a month; everything else once a month until Fall. When I was growing in-ground, I fed once a month.
