the shrub might be a euonymus of some sort? not sure.

the tree is a white cedar/arbor vitae.

can't tell you what's wrong from the pics.

Good job on the ID's, I agree. Don't know what happened to them. The euonymous is generally a very tough hardy plant that you have to restrain from taking over your yard.

It would help if you would tell us where you are located, what your weather/climate has been like, and whatever you can about what has happened to them - are they in sun or shade, how do you water/ fertilize, etc, did they get sick suddenly or has it been going on for a long time, whatever you know about what your soil is like.

The better information you give us, the better help we can be.

In the first picture of the cedar, doesn't it look like there are light green colored blobs -- maybe galls -- extensively on the leaves?

A close up of those would be helpful.

I think it is a crepe myrtle. It is hardy mostly only to zone 7 (which is where you are). Here in zone 6 where I am, they sometimes make it through the winter and sometimes die back to the roots and have to start over.

In zone 7, I would still give it some winter protection.
