Non draining clay soil

Our garden split into 2 sections approx 120 feet long almost at the top of a sloping road (gentle) has very very sticky soil, its like bread dow.

I don't know which solution will for sure work, installing drainage pipes under ground, diggin it up a few inches and laying pebbles on it then top soil and then the grass strips.

Any solution and approx cost welcome.

That may be the best way to do it but it will be a bit of work. Try adding lots of sand to the clay and some organic compost.
