Is this juniper dead?

I didn't notice it was losing its color till a couple weeks ago. Then it went pretty fast. I suppose it lost, but the bottom that is still alive makes me wonder if it will come back. Any thoughts? TIA.

I read the title of your post on the index page and thought "yup, dead" before I even read the post/ saw the picture. In general, by the time anyone starts to ask that question, junipers are dead. Dead junipers can stay green for a considerable time. Seeing your picture just validates that. I wouldn't waste more time and energy on it. Sorry!
