Help Please!

Hello,
I'm new on this forum.
I was wondering if I could get some help. Our garden was doing so well this year but this past weekend some of the beans and now radishes carrots and cucumbers are being attacked by some garden bugs we can't seem to identify. It attacks the stems of the plants at the bottom where it emerges from the soil. Pest that we noticed are so small, and very fast moving, they are hardly even visible. We tried using SEVIN with no relief.
Here is the photo of the dead bean. Circled is the area where the pest attack the plant. Any help would be greatly appreciated. Thank you.

Sounds like it maybe cutworms. Take a look at this link. Hope it helps.
