For all practical purposes you can't effectively stunt the growth of a plant without a substantial risk of killing it. If you can tell us where you live and what plant(s) make up your hedge we'll offer what advice we can. Sometimes woody plants (trees & shrubs) grow extra rapidly if they are in or near a heavily maintained lawn because of the very high inputs of water and nutrients - this situation is actually unhealthy for the woody plants.
