A weed or something else

Hi could you please tell me if this is a weed or something else as it completely fills one of our front garden borders. It is roughly 3 foot in height

Does it bloom? The leaf looks like oak-leaf hydrangea, but mine are in full bloom right now.

I have a hydranga in another part of the garden and it isnt a hydranga as it covers all of the border in our front garden and also our next door neighbours garden border so it seems to spread like a weed or ground cover that is 3ft high. So far it hasnt flowered as we have lived in our current home since march and no sign of flowers so far

even though it does look just like oakleaf hydrangea (which I have 3 10 foot specimens of in my back yard), it most likely is NOT, as this plant is native to the southeast USA...

also, the definition of "weed" is very debatable. if you like the way the plant looks, it doesn't matter if it is a "weed" or not.

Possibly grape-leafed anemone (Anemone tomentosa 'Robustissima')? It's a fall blooming perennial used as a tall ground cover. Grows 2 to 4 feet tall, and needs lots of room to spread.
