Growing Root stock from a cutting.

I have a standard roses whose root stock is sprouting, I have had a couple of attempts of trying to grow the root stock by taking cuttings. But alas I can seem to get the cuttings to grow. Does anyone one have any suggestions on how to do this. What I have tried is cutting a bit of the sprouting root stock off, and dipping it in rooting hormone and then planting it in potting mix, but the cuttings just wilt and die.

Probably too warm. Let the rootstock shoots grow and mature to the point when you can take hardwood or semi-hardwood cuttings in your coolest season.
