When is the best time to divide Hosta. Spring or Fall?

Fall.

I've divided hosta in all 12 months with little ill effect.

When dormant mulch well and don't water.

When actively growing mulch and water well and keep watered until the roots have made good contact with the soil then keep watering forever.

Be sure your hostas aren't infected with HVX, as it is spread by direct contact. Even the act of deadheading plants will spread the virus unless you sterilise the pruners/shovels/whatever in between cuts. I unwittingly did this and ruined an entire collection. So word to the wise from one who's BTDT.
