What should I do with this once-a-year bloomer?
Thanks to this forum, my once-a year bloomer has provided me with a splendor of color for the last few years. After this spring's bloom it seemed like the new leaves were slow to form. Now it's fall and it looks even worse. Should I cut it back and start over? All comments and advice welcome.

It's a rose bush!!
The vine on it is nasturtium, an annual which blooms all season and then dies, so clearly not what is referred to. Anyway if you look at the top of the thread, we are in the Rose Forum.
Sorry, I can't help much. I don't grow roses, because they are too fussy for organic gardeners. But yes, it looks like it definitely needs to be cut back.

Yes, the vine growing on the lattice work behind the rose is an out-of-control Nasturtium.
My specific question was whether I should cut back this once-a-year bloomer since all the leaves are gone. (Possibly moles?). This plant has 12' canes and is usually loaded with leaves and new shoots this time of year.
