Small eggs/scales lined up on plant leaf

Does anyone know what these are? See picture below. They are on several leaves of my succulent plant - typically on the underside, lined up nealy in a row, slightly overlapping one another, right on the edge of the leaf. Would they be leaf scale? Insect eggs?

Idk those must be the biggest mealy bugs I've ever seen if they are them and it is an infestation, are they white kinda fluffy?
