Deformed blooms, skinney black new growth

Typically I find roses relatively easy to plant, grow and care for. The last few years I have experienced a problem I can't seem to stop. It does not matter if I buy the patented grade A at Armstrong Nursery for upwards of $16 or the Wal-mart variety at $5. OK sorry to ramble. Our first few rounds of blooms this year were fabulous. Now all of a sudden, the new growth, the tops of the plants and the blooms are deformed. The new growth becomes very skinney, or dwarfed and black. In addition, I am experiencing powdery mildew fungus and blackspot fungus. My biggest concern though is the deformity, or dwarfing. What could be causing this? :(

Sounds like an insect that resides and feed on the rose. Precaution spray can be of help.

Why thank you JPIXI, I never would have thought of an insect! I had just purchased some spray for just that reason. Bon Jour!
