Anyone know this plant?

I live in southern California and I have seen these flowers around quite a bit. Can anyone help me identify what it's called? Thanks!

Perhaps, if we could see it?

Although in my case, if it's peculiar to California, probably not.

if you right click and say view image it works, as for what the plant is called I can't be certain.
