creepy pest on basil

Hello,

My pot of basil plants got infested with pest(s) overnight (possibly due to the excessive rain?). The top leaves were pitted, and I found a suspect for that (a striped beetle), but there were also a lot of white little bugs hanging out at the branching points of the stems. They are 1-3 mm in size. They have a humped back and their overall shape is bead-like (not long). They don't have wings but they have fluff on their humps, and they jump. The exterior appears powdery (not shiny or smooth).

I've seen a few of these in my container garden over the years and could never figure out what they were. I'm creeped out by their numbers this year.

Can anyone tell me what they are and what I can do to get rid of them?

Sounds like mealy bugs. Is this what you see?
