I don't know what kind of cactus it is but it's in an ovule shape and about the size of my fist. anyway, there is something that comes out of the plant every now and then. it's white and soft like a small ball of fabric and there's a bunch of them. since it's an indoor plant, I'm wondering if I should carefully remove them with tweezers. I think maybe I should do that because if it was outside like most cacti than they would be naturally removed by the wind.

It would be very helpful if you were to post a picture. There are natural growths on some species of cacti that fit your description. You wouldn't want to be removing them.

Did it flower first? I have a cactus similar to what you describe, and after the purple flowers fell off it had this white fuzz as well, which would've produced seeds if the stupid snails didn't eat it all. It's perfectly natural and a part of the plants growth cycle. Don't pick it off if you want seeds, otherwise you can pluck it off and it won't produce seeds.
