What is damaging my Chard and Beet?

My Swiss chard and beet leaves are filled with white looking eggs in the back of the leaf. The leafs start to rot and dry right on the plant.
I pick the larger leafs and discard them but the new leaves all have these white eggs too. The other day I saw some worm looking insects on the plant. It was about 1/4 inch and whiteish looking.

Any idea what this is? I read about leafminers but from what I understand they are supposed to be a few eggs and damage parts of the leaf and mine are all over the plants.
What is the remedy?

I appreciate any help I can get from this forum.

I think the eggs were probably slug or snail eggs. I found some on underside of an outer lettuce leaf the other day.
