What To Do About Suckers?

This tree, (which I can't identify because it came with the house), is one of five such trees in my yard. I have a problem with the suckers that pop up every spring around the base of the trunk. Simply cutting them back does not work, except as a temporary fix. Within a week or two, they're coming right back.

Is there a more permanent way to deal wit these? Any help will be appreciated.

Looks like a crab. Best result is digging down in the soil and then cutting off the shoots that come of the main roots but I cannot say that will solve the problem in its entirety. Sometimes Mother Nature dictates the rules.

Thanks, bullthistle. I'm not averse to a little work, and these really are such pretty trees when they're in bloom. I'll give that a try.
