Does your close up show a flea beetle?

They may "peel off" tissue and/or make holes in leaves.

Insect damage on the underside of leaves may show up initially on the top of the leaf as white spots.

Spinosad works well for me and it is an organic choice.

I have to be careful with soap and neem. Sunlight can damage the sprayed plants. Spraying late in the day and rinsing the plants the next morning helps with that.

No doubt, lettuce would be one especially sensitive.
