Is it ok to repot an apple and pear that are both dwarf at this time of year they are not fruiting and they are really cramped I want to triple the pot size they're in as they lean due to small root ball.

Anytime a tree is cramped for space it is OK to put into a bigger container. Don't expect fruit for a couple of years, though. The bigger the pot the better.
