when is a goog tme to graft an apple tree, I live in saskatchewan,canada zone 3

how far along in spring are you? best spring time for grafting is when the sap is flowing and the buds are swelling, but no leaves out yet. you have scion that's dormant?

snow just thawed out last week,so we have short spring
I have no dormant scion, is there any chance if I use fresh cut scion in whip or cleft graft
