Orange Tree has Popcorn Like Formation Top of Tree

So I recently decided to remove the stake that was originally planted with the tree as it had out grown it. When I took it away I noticed what I would describe as popcorn attached to the top end of the tree. Since I am unsure of how to describe it properly I have attached a photo.

Any help on what this is so I can research the problems it may cause and how to get rid of it would be helpful.

Hi Garth,
I would strongly suspect this is a Scale Insect attack of one sort or another. There are many types of Scale but they all suck the sap of the host plant.
If they are not too wide spread through your plant, then a brush dipped in something like Neem Oil or even methylated spirit will get rid of them.
