Possible to Dig Up a Small Orange Tree Seedling to Move It?

Hi all, last fall a friend gave me an orange tree seedling (NE FL).
I wintered it indoors and transferred it to what I thought was a perfect spot in May. We've had rain-rain-rain and my little buddy is looking soggy, leaves are heading toward yellow.

I want to replant in a raised bed on higher, sandier ground but his part of the yard is staying wet. The seedling is about a foot high and pencil width at the widest point.

Can I just dig a big hole and try to get the tiny tree out with as much soil around it as possible and relocate wet?

Try with as much soil a you can. The idea being to minimize root disturbance. One other issue may be feeding. If the tree does not have enough food it will yellow. There are lots of citrus fertilizers for exterior use
