Is Spring Too Late to Prune Grapes?

Hi all. We moved to a new house summer that had many Concord grape vines. We had no time to tend to them at that point.
Previous owners did not have luck with them.
We did nothing to them or for them last summer. Fence fallen over ... Pretty neglected.
But somehow they manage to thrive and do very well. Super productive.
As I said pretty neglected. Most are growing along the ground now due to broken fences. Here is what I need help with:
1. We are in zone 4 b. Is it too late to prune?
2. We would like to built a nice trellis or at least new fences. The vines are attached to the grass, rope and existing fence posts, do I just rip them away from what they are attached to?
3. Anything else I should know?
