Pepper leaves curling

Does anyone have any experience with deformed looking leaves on green and red bell peppers in south florida summer? Jalapenos and burrito peppers seem fine but the red, yellow, green peppers keep getting curled strange looking new growth. I tried neem oil for bugs, watering less, watering more, more sun, less sun. Seems to keep happening. I'm down to humidity or genetics. I bought them in the juvenile stage at home depot. Everyone says to grow in the winter. I get that but I had similar issues with bell peppers this winter also.

Aphids can be a real problem on peppers.

Since they hang out on the underside of the leaves and cause leaves to curl as well, a contract spray may not reach them easily.

Check the underside and you may need a magnifying glass to see the young ones.
