What is wrong with my pepper plants?

I have about 8 different peppers growing this year but 2 of them have started to produce lots of small dry crinkled leaves and initially produced a ton of little buds but are now falling off. Picture of one of the two plants below. I am in Zone 5 and they are in a 20 gallon grow bag. I've tried looking up deficiencies but nothing looks quite like these. Appreciate any help!

It looks to me like mite infestation. I get them on my peppers that I overwinter.

…of these, the nothing-but-stick on the right died, and the one on the left recovered.
