What's happening to my banana pepper?

Can someone tell me what's happening? They did get too much water the other day, Houston rain. I did use Dr. Earth insect spray on all of my veggies

Open the pepper if it is black inside, it might be pepper weevils they show up this time of the year. The egg is laid in the flower and the larvae eats its way inside the pepper and when it matures it drills a hole near the cap and escapes. The signs are unusually early ripening and the peppers looking water logged. The insides are usually black. Unless you catch it early, most of the time the bug has already left. It is a temporary problem once the breeding season ends they hibernate back in the soil. In the meantime pick off any suspicious peppers. and trash or chuck it down the garbage disposal before the larva can escape. Plant peppers somewhere else next time. Twenty feet away seems to be enough space.
