normally I believe anywhere from 6-10 bell peppers will come from one plant as long as the conditions are right!
banana peppers are different a little smaller fruit so you would probably get around 20 + peppere!!!

I could be wrong though!

good luck

is a 4" pot too small for a window-ledge plant?

Yes, it is too small, esp. for a bell pepper or banana pepper which you're growing for food purposes.

As an ornamental, you would have some nice leaves on the plants, but in a 4" pot, there won't be enough of a root structure to balance a large plant.

Think of roots as almost equal to branches and leaves in volume and extent. It's not entirely accurate, but is a good image to help understand the space that roots need. John Jeavons (author of How to Grow More Vegetables...) has a small drawing whose caption is...

leaves are roots in the air / roots are leaves in the ground

My banana pepper plants got an average of 10 peppers per plant last year. This year I'm growing different varieties...

my jalapeno is in a 9" pot and is so far only producing 1 pepper but looks like more are on the way.
