White spots on tomato leaves

Hi guys, I'm noticing a lot of white spots on the lower leaves of my tomato plant but I'm finding mixed results on what it is. I've been pruning those leaves off but it hasn't stopped spreading and I took these pictures today. One spot has a hole ripped through the spot. Does anyone know and have any experience with it? Thank you :)

I think these might be from sucking insects on the underside like whiteflies.

Mhmm, I thought so too because of the holes randomly around the plant but I checked under all the leaves with spots/holes and theres nothing. Do they fly away and come back again or would they be there all the time?

Today I sat right on the ground and saw white on the stem but it doesn't look like bacteria/fungus to me, or am I wrong?(picture attached). Maybe that's what is causing the leaf spots?
