last year I bought a Karl Rosenfield Peony. Planted it against a fence facing east. It gets early morning sun up to midday. Both last year and this the plant is just producing leaves. seems healthy enough but no sign of any flowers. can anyone advise ?

Sometimes it takes several years before they bloom. You should check to make sure they aren't planted to deeply. They don't like that.
