Do I need to prune these?

Hi guys

I was wondering whether I should prune cut these down? There seem to be some growth underneath, I didn’t plant these both but here are the pix, the pink flowers is the plant with no flowers atall currently.

Sorry used my phone to post this message, unclear message! Basically I wanted to know, the first pic, do I need to prune cut the plant down, theres new growth underneath. The second and third pic is of the same plant, currently it all looks like old wood like the pix, do I need to cut the plant down?

I'm thinking those flowers look like weigela. In my area, they are borderline hardy and branches get winterkilled like hydrangea and rose canes, and in spring, new buds grow from where the branches are still alive, so they need to be pruned to just above a healthy, outward growing bud (sometimes topmost bud is stunted so then you have to go down to a better one)

Have you tested the dead-looking branches to see if they are dried up?

They are all dry dead wood, but theres new growth from beneath

In that case, I think I would cut off the deadwood to clean up as well as open up the growing space for the new shoots. In my experience, it’s harder to do this once the new growths are big enough to interfere (trying to cut without damaging the new). Also, the abundance of branches cast shadows and otherwise create conditions that make the new growths weak.
