I'm not for sure, but it possibly is privet hedge. They do have black berries like are visible in your picture.
Privet is a nasty invasive that I have spent many hours working on eradicating from wild spaces. The parks where I am are full of it, which wouldn't be terrible except that it crowds out the native species. The berries are poisonous, but aren't usually a hazard to people because they also taste very bad, so it would be hard to eat enough to harm you. I would keep toddlers away from them.
You didn't say where you are. In several New England states it is on the noxious weeds list and may be prohibited from being planted.
