Cosmos question

Hi Folks,

I planted Cosmos seeds about the middle of May. They germinated and grew to about 2 inches tall, but have stalled at that height ever since. They say that they can grow in poor soil and that I got. And they say they need little watering because they are basically desert plants. To that end they only get water when it rains. Any ideas as to why the Cosmos have stopped growing and what I can do about it?

I grow orange cosmos every year, and they do the same thing. They stall out at about two inches or so, now suddenly they are blooming. Yes, best to leave them be ~ they thrive from lack of attention, I think.
