Lily bulbs sprouting out of packages

I went to go pick up some lily bulbs yesterday and I noticed they were all sprouting in their packages. Some were bursting out of their packages. So I decided to wait to buy them. Are these bulbs still good to use and how would you plant bulbs that already have a few inches of growth out of them? Roots and stems.

This happened to me one year and we planted them with the bulbs at the proper depth and let the stems stick out of the ground. They came up a little strange that first year but in the years after they came up just fine.
