spent blooms

What do I do with the blooms that are starting to droop and wither? Do I cut them off if and where do I cut, I don't want to ruin the rest of the plant? I touched one of the blooms that was starting to droop and the red came off on my hand is that normal?

The flowers are all gone and I have cut them down to about 2 inches from the base, so I thought I would let you see how the leaves are doing. Thanks for all your help and suggestions, I am saving the dowel rods for next time, I am kind of sad to throw them away, I really did not think they would bloom and they did! Now they say to put it in the brightest place in the house, that would be the windowsill, it won't be too cold would it?Image
