Help with some garden landscaping!

We bought a house 2 years ago and the garden was just FULL of all sorts. In hindsight I probably shouldn't have taken so much out but it was full of Cooch weed and some climbing weed which drove me up the wall!

Now my garden is too simple. It's more like a raised bed, as it's an older house with concrete everywhere so it's not very deep. Currently it looks a bit like this :

Shrub Shrub Climatis
FLAX Red Rose White Rose Peach Rose Black Flax
2 Minature 2 Minature 2 Minature
Agapanthus Agapanthus Agapanthus
Small black flax / grass alternating with pink flower
Small evergreen bushes grown from seed which is supposed to have a wee pink flower

I started to weedmat but am holding off until I can finally decide what I want to plant. The tin fence makes it very hot, and thinking of repainting the fence denium blue or the same red, including the trelis. Currently going to try and get the Climatus to climb throught the trelis.

Thoughts or help for additions, what to take out, how to care etc much appreciated!

Thanks :) Yes it is the neighbours fence - well it's actually an unused school swimming pool and they only cut the grass / weed once in a blue moon, so the cooch that grows up against the fence on their side comes up into MY garden too! There used to be some type of 'brush' fencing to hide the uglyness of the fence, but took that down as one of the weed would wind around it and climb right up to the top then flower with a white bell flower. Since taking it all down, I've been able to manage the weeds so much better.

Thought about putting the 'brush' fencing back up but to be able to manage weeds, thought I'd leave it down. I have the climatis climing up one of the concrete supports for the fence, and hoping the tree type shrub / bushes will grow quicker so it can hide the fence a bit more.

The area gets pretty much sun all day. From about 10am - night time. The hotest day we can get here over summer can be around 35 ish degrees celcius, and we do get good frosts if not snow over winter.

I LOVE the look of the roses when they bloom and come away in spring which they are starting too now. I'd just love something that would keep it nice looking when the blooms die away for autumn / winter.

The mulch sounds good, I think I might do that instead of weed matting!

To give an idea of the back yard, here is the full pano in 3 different pics. Please excuse the vege garden - I am waiting until end of October to start planting the tomatos and potatos :) mmmm YUM! Currently have Red / White Onions, Peas, Strawberries and Rhubarb going!! MMMMMMM!
