Advice on drought tolerant small shrubs for sunny area

Looking for ideas on evergreen (zone 8) small shrubs that will look good next to wide dry river.

Well, first of all I would build up the soil a bit. Try looking up the water saving techniques on the site (just use the search engine in the forums).

Then, my personal choice for an evergreen ground cover; would probably what is not actually considered a ground cover but rather a shrub. Juniper. These plants are designed to cope with lower water levels.

Any other ideas?
