Can you identify this flower, I have no idea what it is?

Hi, I received this flower from a family member, before it bloomed, they didn't know what it was, so neither do I . I need help identifing so I know where to plant, if it is a perennial, etc..... Any help will be much appreciated.

I had never heard of it, which makes sense, since it is only hardy to zone 8b, so I looked it up:

It's an evergreen shrub.

Interestingly the first article calls it flamingo plant and says it gets 3 - 6' tall. The second article calls it Brazilian plume flower (and yes they are both talking about the same species, the carnea) and says it gets 2 - 4' tall.

Also it says it's only hardy to zone 8, or even zone 9

but it looks like you are in zone 7. Is it in a sunny, protected spot? Did the family member who gave it to you live where you do? You probably will want to either give it plenty of winter protection or grow it in a container and bring it in for the winter.
