weed membrane alternatives
I have 3 or 4 flowerbeds and I want to put tree bark mulch around them, but as I'm on a tight budget (having just slabbed the rest of my garden) I want to know can I use black refuge bags in stead of membrane

No, there are no weep holes and the plastic will eventually break up into bits and you'll have a mess. Besides, the trees roots will need oxygen and the plastic won't let the soil or roots breathe. Why not just use the mulch without a weed barrier? If you weed once a month for 15 minutes you shouldn't need a weed barrier. You should find this helpful.
