Self seeding flowers in a mulched bed?

In a flower bed with several inches of mulch, will flowers like snapdragons still be able to self seed and come back the following year? Just wondering if the seeds will make it through the mulch and be able to germinate.

My experience has been I get the best reseeding when the mulch is getting thin and needs to be refreshed. When the mulch is thick I don't get many volunteers. I do get surprises when they do reseed near something that the mulch is not up close to or in one of the areas that I do not mulch at all because I do want everything to reseed.
