I have a lot of ground to cover so I need a wide spreading annual or perennial. It doesn't necessarily need to be flowering. It's a sunny location in zone 3. I don't want to plant grass.
Any suggestions?

Don't use an annuals unless you want to repeat the process year after year but until the perennials spread out why not petunias because perennials do not grow that fast. Hens N Chicks is one option sorry but I have some on the tip of my tongue but names escape me, but you can try the basics like daylillies, bearded iris.
