Deteriorating dahlias and busy lizzies

Another cloudy, rainy summer- the busy lizzies in my front borders are all perishing- it is relatively shady there and the border is constantly very wet- are the roots simply rotting in the constantly- wet soil?
Also- I have all types of dahlias in various places in my garden- whilst the flowers are budding, many are not making it to flowering, and beginning to rot while they bud- why is this? Is it simply a case of not enough sun? Can I prevent this somehow?

Impatiens prefer shade but it seems that you have too wet feet so I suggest you drain your water away from the flower beds. Drainage is an important factor in gardening which many people overlook. It will take an effort, but either that or waste your time and money on plants that will die of root rot. You might want to add some gravel deep down into the bed because you more then likely have heavy clay.
