Blackeyed Susan vine
I planted two black eyed susan vines in a planter on my porch, The plants get morning sun for 3-4 hours. I used an organic fertilizer in the soil. The foilage is luxurious however it only produced 4 blossoms. The remaining buds seem to turn yellwo and drop off before they can bloom. Any ideas or thoughts as to why this is happening?

What kind of NPK ratio does the fertilizer have? It's possible the N (the first number) is too high, which promotes foliage growth but doesn't help/can prevent blooming.
I would also wonder if there is insufficient sunlight, but if the buds are forming that may not be the case. However, most blooming plants need sull sun (6 hrs) and even shade bloomers at least 4 hrs of direct sun or longer duration of dappled sun, but a porch is probably blocked by solid shadow of the house. Days are getting shorter now, which means depending on the direction the porch faces, it may be getting less sun.
Has it been very hot there? It could also be a form of blossom drop.

There are no obstruction on my porch, get morning sun for at least 5 hours. The weather had been hot but has gotten more closer to the seasonal average lately.
I tried using a fertilizer with a higher P number.
Happy to report an abundance of new blossoms in the past two weeks.
