my large roses look like minatures this year

I was wondering if any one knows why my roses that are well established and are always big and beautiful look like minatures this year. The first blooms were normal size but now all the blooms look like minature roses. This is happening on 4 rose bushes. One of the rose bushes the new Leaves are also very small. The old ones are normal size. I have Mostly Floribunda types. They are tiny buds that open into tiny flowers. What could be wrong with them any help would be appreciated. I could send pictures of the old and new

There was a post a month or two ago from a woman in Idaho whose roses were growing very strangely this year.

Unfortunately for her, the rose rosette virus was the source of her problems.
