rosa rugosa foliage spray

Should I spray rosa rugosa with a foliage spray? If so, when? I planted them this spring and I see a few buds about to open. Should I spray before they open?
I know nothing about roses other than what I'm trying to read here. I wanted rose hips and heard rosa rugosa had the best hips, though I wish they were pink instead of red. I have fish emulsion and epsom salt - do I use these as spray in addition to using the fish emulsion as food I put in the ground?
I have some liquid kelp also - is this preferred over epsom salt, or would I be safe switching between them every other time?
