Worms on my rose bush

I noticed the leaves on one of my knockout bushes had silvery stripes on them or blotches. When I looked at the bottom of the leaf, I saw tiny grayish worms. What can I put on my rose bush to get rid of the worms? I picked off the leaves I could and destroyed them. I also saw some holes in some of the buds. Is there something safe I can spray on them to get rid of the worms?

Curled rose slug larvae are metallic green above, marked with white dots, grayish white underneath, with yellow-brown heads. They curl up like a cutworm and are about 3/4" when mature. Curled rose slugs initially feed by skeletonizing the leaves, but eventually defoliate entire leaflets except for the largest veins.

Yes, I think so. They're tiny
