Is this black spot on my roses?

I planted a new knock out rose this year. I noticed it's getting this on some leaves. They look kinda silvery and see through. Some have brownish/black spots. Any thoughts on what this is and how to treat it?

No lilcee The silver lines are not black spot.
It's damage caused by a leaf miner. It's a very small lavae that gets between the cell walls of the leaf and as it eats the internal flesh away it leaves a tunnel that you can see through. It can be caused by Moth or sawfly.
If there are not too many leaves affected, pick them off and burn them.
Providing it's not too bad the damage is usually fairly light.
There are predatory wasps that can be bought for biological control in severe cases.
However....the spots your seeing could be black spot though and are nothing to do with the miner damage. If severe they will need controlling.
Organic sprays of Copper Sulphate.....Bordeaux Mixture.....can give fair control.
