Boring Pest

Hello I've got what I think is some kind of boring pest. I've never seen it, but the results are always the same. They attack just below the bud. The over time the area turns black. I'm in Ottawa, Ontario, Canada. Any ideas on the culprit and a cure would be helpful.

It might be a rose cane borer. The larvae of a beneficial wasp is causing the damage.
